About EOTSS and the Massachusetts Data Office:
The Executive Office of Technology Services and Security (EOTSS) is
the state's lead office for information technology. We provide
enterprise-level IT services, and infrastructure, including network
management and security; computer operations; application hosting;
desktop provisioning and management; and modern and responsive data
and digital services to 40,000 internal stakeholders plus the
residents, businesses, and visitors to the Commonwealth of
Massachusetts .
The Massachusetts Data Office (MDO) , a division of EOTSS, is the
central data office for the Commonwealth and operates under the
leadership of the Chief Data Officer . The MDO establishes data
procedures and policies, streamlines data systems, facilitates data
sharing among state agencies and the public, and drives innovation
in enterprise-wide data management and analytics .
About this role
The Chief Data Officer (CDO) is a member of the EOTSS C-suite with
primary enterprise accountability for the creation and management
of the state's data and analytics strategy, including related
policie s , standards, practices, and programs . In this role , you
will establish , lead , and operat e the data and analytics
function; manag e data -enabling services and programs ; build
trust for data sharing and data use; partner with state agencies to
achieve data priorities that improve the resident experience;
develop talent and mature data and analytics culture across state
government; and evolv e technology capabilities and innovation in
analytics . You will focus on driving measurable business outcomes
for EOTSS, our partner agencies, and the residents of
Massachusetts.
This position is a full-time opportunity . The work schedule for
this position is Monday through Friday, 9:00AM to 5:00PM EST , in a
hybrid remote arrangement with at least 2 days per week-more as
needed-spent at the primary work location: One Ashburton Place,
Boston, Massachusetts 02108 . Applicants should be located within a
reasonable commuting distance from the primary work location.

performance and the resident experience . Key Responsibilities:
M anage the enterprise data and analytics vision, strategy , and
associated practices.
- Maintain authority and accountability for developing enterprise
information assets and analytics to render insights for
decision-making.
- Lead the development and execution of use cases that support
strategic business opportunities and improve resident engagement
.
- Build partnerships with executive leadership-business and
technical-to establish the vision for managing and using state data
as a business asset ; exploit data and analytics ca pabilities to
maximize the value derived from the state's data assets.
- Develop and manage the state's enterprise data and analytics
strategy in collaboration with the CIO s , Chief Data Officers, C
hief S trategy and O perating O fficer s , Chief Technology
Officers, CISOs, Chief Privacy Officers, and other C-suite officers
and business leads within EOTSS and our partner agencies. Enable
enterprise data priorities through internal and cross-secretariat
collaboration
- Partner with MassGIS to expand the use of mapping in data and
analytics outcomes and reports.
- Align with the EOTSS Strategy and Planning team to build
strategies, roadmaps and plans, organize activities , and report
progress.
- Conduct regular outreach with Executive Branch agencies ; f
oster relationships with business and IT teams to understand agency
needs and associated enterprise opportunities . Institute an
enterprise program for data and analytics modernization .
- Serve as the executive program lead for enterprise data
modernization; oversee the program implementation team .
- Develop and lead a stakeholder engagement and communication
strategy that includes executive leadership, agency business and IT
leadership, technical and implementation teams, and the public ;
control messaging on enterprise data and analytics and ensure all
agencies possess a shared understanding of data priorities,
standards, expectations, and capabilities .
- Direct the deployment and management of an enterprise platform
for cross-agency data integration and systems analysis.
- Develop the standards for the enterprise in Master Data
Management and Data Catalog ing .
- Enable and facilitate the standardization of disparate agency -
run data platforms with enterprise standard platforms.
- Develop and oversee programmatic delivery mode ls, methods, and
practices for the creation o f data products and to ensure
consistent application and use of data and analytics
solutions.
- Ensure compliance with relevant data protection regulations and
data governance policies.
Foster the creation of a data-driven culture, related competencies,
and data literacy across the enterprise .
- Establish and maintain trust in data assets by instituting
enterprise data governance policies and practices ; develop
accuracy and ethical standards for analytics practices, including
algorithms used for analysis, analytical applications , and
automated decision - making.
- Oversee and further develop the state's policy framework and
related practices for inter-agency data sharing and
integration.
- Develop an enterprise program for upskilling and continuous
learning for data consumers and producers.
- Assess gaps and develop data and analytics talent to mature
capabilities across the enterprise. Lead data-driven innovation .
- Lead research, strategy creation and development of new data
products and services .
- Expand the organization's research and analytics offerings,
especially in emerging analytical approaches, skills and
technologies.
- Collaborate with the CTO Office and AI team in the
investigation, preparation, adoption, and exploitation of
artificial intelligence and other disruptive technologies ,
focusing on accelerating digital business innovation and
transformatio n .
- Mature and expand public data offerings and lead innovation in
how the public can access and use state data to empower residents ,
advance transparency, and improve government and commercial
services. Preferred Qualifications
- Fifteen or more years of business experience, ideally in
business or information management , recently at or near the
executive level.
- Five or more years of progressive ly responsible experience
leading cross-functional teams in multidisciplinary environments
.
- Demonstrated experience in strategy development and execution,
including integrating complex, cross-corporate processes and
information strategies .
- A bility to deliver against a complex and multi-faceted
roadmap, across diverse stakeholders, on time and on-budget.
- Specific experience in data and analytics program-building;
demonstrated experience leading enterprise-wide data and analytics
programs at varying levels of maturity.
- Strong interpersonal skills (e.g., high EQ) and proven ability
to develop excellent relationships, including with executive
stakeholders, business managers, and technical experts .
- Strong people management skills; proven ability to motivate and
direct high-functioning teams.
- Credible across both IT and business; ability to translate and
communicate technical concepts, plans, and procedures to both
technical personnel and non-IT business users .
- Ability to engage resources outside of your direct control to
achieve objectives .
- Experience with current data analytics tools and platforms
across the marketplace.
- Experience across diverse business domains; public-sector
experience a plus .
- Experience with the following technologies preferred:
Snowflake, Tableau Cloud, PowerBI , Informatica or other leading
Data Management platform , AWS, Oracle/Postgres/MS SQL databases ,
GitHub .
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) seven (7) years of full-time or,
equivalent part-time, professional, administrative, supervisory, or
managerial experience in IT administration or IT management, of
which (B) at least four (4) years must have been in a managerial
capacity.
